     Christian McKinney
 Executive Director/CEO

Christian McKinney leads the East Bluff Community Center with a focus on people, purpose, and progress. His work centers on building programs and partnerships that help the neighborhood grow stronger together. What matters most to him is seeing East Bluff residents benefit from opportunities created through the center. With experience in public health, community development, and the arts, Christian uses creativity as a way to inspire and empower others. He believes the Center is more than just a building, it’s a place where people find connection and support. Outside of work, Christian enjoys teaching students how to write and produce music and creating with friends. He finds peace in Black classical music also known as jazz. Guided by Proverbs 3:5–6, he strives to let faith and kindness lead every step he takes.

Steven Collins
Executive Assistant

Steven Collins serves as the Executive Assistant at the East Bluff Community Center, where he manages calls, documents, and venue coordination with precision and care. He enjoys the opportunity to learn continuously in his role and grow alongside the organization. With experience as a Resident Assistant and a strong background in customer service and computer skills, Steven brings a professional yet compassionate approach to everything he does. His passion for community development shines through his commitment to making a difference in the East Bluff neighborhood.​ Drawn to EBCC’s focus on serving a vulnerable yet resilient part of Peoria, Steven believes in showing kindness and respect to everyone who walks through the doors. Outside of work, Steven enjoys listening to music, specifically his favorite song “Rain” by the Sunday Service Choir, and keeping a collection of childhood drawings that remind him of his creativity and growth.

Terry Shaw
Facilities Manager

As Facilities Manager, Terry Shaw oversees the daily operations, safety, and functionality of the East Bluff Community Center, ensuring that every space reflects the organization’s mission and commitment to excellence. He takes pride in keeping the building clean, welcoming, and ready to leave a great first impression on every visitor and tenant.

Terry brings strong leadership, discipline, and reliability to his role, along with technical expertise and hands-on project management skills. What drives him most is working for an organization that makes a direct, positive impact on the community he calls home.

Outside of work, Terry enjoys spending time with his two teenagers and unwinding with his favorite hobby, darts. Fun fact: he was once ranked 5th in the state of Illinois in soft-tip darts, excelling in singles cricket.

Tom Eertmoed
Groundskeeper/
Consultant

As the Groundskeeper and Consultant for the East Bluff Community Center, Tom Eertmoed takes pride in ensuring the building remains functional, welcoming, and ready to serve the community’s diverse needs. With deep roots in the East Bluff, Tom believes the Center should continue to be a cornerstone of opportunity and connection for generations to come.

As an East Bluff resident of over 50 years, Tom brings decades of community knowledge and a genuine love for people to his work. His goal is to see the neighborhood thrive and grow, with EBCC playing a vital role in that progress.

Outside of his work at the Center, Tom stays active in Scouting America and enjoys mentoring young people. True to his name, he also tends to the community garden—where he grows his famous “TOMatoes.”
